COTE establishes policy and coordinates the total teacher preparation program of the institution while facilitating continuous development and improvement of teacher education. COTE serves as a liaison between the teacher education program and the academic programs involved in preparing teachers.
One representative from each of the academic programs offering a teacher licensure program, a representative from graduate teacher education-Harrisonburg and Lancaster, the field placement coordinator, the teacher education program faculty, three persons from the local public and private school systems, and two undergraduate students, and one graduate student. The core director holds a liaison role.

Four meetings per year: September, November, February, May
